The inconsistency of the central and regional governments regarding the granting of Cultivation Rights (HGU) for the national palm oil industry continues to be highlighted. Therefore, the government needs to resolve this issue immediately, as it poses the potential for agrarian conflict.
Budi Mulyanto, Head of the Center for Palm Oil Studies at the Bogor Agricultural University (IPB), believes that differing standards between the central and regional governments can lead to policy ambiguity. This is evident from the inclusion of HGUs already held by business actors within forest areas by regional governments.
